Rogue's At-Will Sly Flourish, is it too good ?

After maxing two stats, though, you're not going to have much room left for the other one. The third stat probably won't start above 12 or 13. So that's an extra +1 damage at 1st level. At higher levels, the extra bonus might get a bit better, but probably not by much, and not enough to...

When you get a Twice-per-Encounter Power once per day...

That's not how I read it. I read it as: Instead of the way you usually use healing word (2 x encounter) you can use it once per day. If they wanted it to be used 2x during one encounter per day, I think there are easier ways that they could have said that.

    Artificer in July Dragon (possibly)

Hmm... I really excited to see what the 4e Artificer looks like. I've never seen a 3.5e artificer in play, but from what I can recall from the WotC boards, there were a lot of complaints about them being overpowered. Either way, the artificer's emphasis on powers that take a long time to...

    Warforged: MM vs Dragon Magazine

I agree entirely! I hope that there are (at least) a few pages on each race in the campaign settings. If we're not getting it in the PHB and we're not getting it in campaign settings, then that would be a problem. I guess we'll see when FRCS comes out.

    Swimming in plate armor??

I don't mind the tiny armor check penalties so much. I feel like it gives me more freedom to say "Okay, fight your way across this river!" or "Climb this cliff while people are shooting arrows!" without also having to say, "Fighter? Paladin? You guys can either strip or sit this one out." It...

    Impressions: most awesome class?

I have to give it to the rogue. Mobile, sneaky, tricky, and brandishing tiny blades of pain.

    Keep on the Shadowfells Questions!

Correct! Once they've used their Second Wind, you can't trigger it with a heal check. Unless you have a pally, cleric, or warlord there to heal them, they are going to stay out for the rest of the fight. You can use a heal check to stablize them, but that's it. Also, if they roll a 20 on one...

    Containing Strike? (Fighter Exploit?)

Yeah, "Containing Strike" seems to be missing. I'd just replace it with another at-will power. Tide of Iron looks like a good one.

    The Cleave Zombie

Just because I find the wording funny... DMG, page 40. "When a power has a effect that occurs upon hitting a target--or reducing a target to 0 hit points--the power functions only when the target in question is a meaningful threat. Characters can gain no benefit from carrying a sack of rats...

    First rule I don't like

This seemed odd to me, too. Now, the "Say yes!" philosophy says that they should be able to capture whichever level 1 Kobold if they want. Does that Kobold have anything important to say? Probably not. Now the party needs to decide if they want to dispatch a helpless prisoner, release him so...

Drinking a Potion as a Free Action?

I suppose, if you have Quick Draw, you can downgrade all three of your actions to minor actions and drink three potions per turn. Quite a desperation move, but I can't find anything in the PHB that forbids it. Opportunity attacks are pretty much only provoked by movement and ranged/area...

    Core Handbook Errors Discussion

Rogues have another daily utility power (Hide from the Light) that allows them to make basic and at-will attacks and move 2 squares without becoming visible. Cloak of Invisibility makes you invisible until the end of the encounter, or until you are hit by an attack. Making attacks should be...

    Lets "fix" the Keep pregens!

Especially for Paladins, who may be using their surges on other people as well.

    Why the focus on criticals?

True, some of the powers and feats that rely on crits don't make much sense. A hanful of temporary HP on a crit? Okay... That said, other crit-triggered powers have some pretty awesome effects, like recharging encounter or daily powers or allowing free healing surges. It makes a little more...

    What's broken/overpowered? What's weak?

One interesting thing I noticed... I'm not sure that it counts as overpowered or broken, since I haven't really explored it in practice, but it's certainly an interesting thing to note: Weapon powers that attack defenses other than AC have a much greater chance of hitting. Weapon powers get...

Drinking a Potion as a Free Action?

The potion section of the PHB is quite explicit about potions requiring one minor action to draw and another minor action to use (or a standard action to apply to an unconscious character). I guess Quick Draw gets rid of the minor action to draw.

Question: Rogues, Ally-cover, and Sneak-Attacking every round

Hmmm... I know that you get automatically noticed if you leave your cover or concealment, but according to the rules, there's no reason why you can't stand behind an ally, roll stealth to gain CA, throw a dagger as a sneak attack, and repeat as necessary. That is, however, quite dumb.

    Quick Draw and Crossbows

In my reading, that feat doesn't apply to reloading at all. If you really want a rapid reload feat, it doesn't seem like it would be terribly hard to make one up.

    Minor Rules Questions/Thoughts

True, but damaging an enemy for the square root of negative 1d4 damage can still cause trouble.

    Minor Rules Questions/Thoughts

Dividing damage dealt by 1d0 is potentially problematic.
