I only mentioned fan fic so as to show that she does not seem to mind about people writing about her world, so long as they do not attempt to make money from it. While this is not fan fic, it is in a similar vein.

Where are you getting information that she hates RPG's? I'm just wondering I've never heard of that before.

I agree that it is her idea, but I fail to see how it goes against the fair use laws. She has allowed fan fiction to be written in the past and as I not trying to sell it or making any profit from it, I'm confused on how I broke it. I'm not trying to be impertinent I just want to understand better.

Spell limit is the number of spells that you are capable of knowing. You won't instantly know every spell upon leveling, you have to do research. Its at will as long as you can manage to make the DC.
