For gamble, a simple solution would be to choose an occupation that gives you access to it. I'm not sure if you picked one already or not, but by my quick check Criminal, Dilettante, and Entrepreneur all give access to gamble. Either Dilettante or Entrepreneur could work for NE1 I think...

I don't think there are any books that have near future weapons/gear, perhaps aside from Spycraft (I haven't gotten it so I wouldn't know for sure). I think Spycraft has a weapons/gear guide, right? If you want a quick solution, try turning some of the spells and psionic powers into gadgets...
