    You do realize that water is a better sound conductor than air? Any spell or effect that allows the caster to breath underwater will allow the verbal component of casting. What you have to watch for is material components or elemental effects (such as fire) that will not work underwater.

    Where do you get the idea that there aren't penalties for Polymorph Self? The revision in T&B refers you to Polymorph Other for the effect of the spell.

    I can agree with all your points. Especially with dropping random mutations, the game needs a more balanced character generation system to keep the characters all at about the same power level.

    All PH and most from the handbooks. It does apply to NPCs. Sorcerers get the most milage out of it since wizards and clerics must pick the metamagic when the spell is prepared. Neither, I believe that the cost of the metamagic is paid for with the spell level increase, no need to also burn a feat.

    I believe that the metamagic feats are more than balanced by the spell level increase to use them, this does give sorcerers a power boost. While I have been using the caster level stacking rule since we started playing 3rd edition, I only have one character that might eventually make use of it...

    Sorcerer's don't need any balancing. I've reduced the scribing cost to 10gp/spell level, and there has only been one wizard out of the 8 arcane casters that have been in the group since we started playing.     Correct, the priest locks his movement with the first 5' move. If he does this he can not take any other movement in the round. This is how I have been running hasted combat since it became available to the characters.

    The Sage ruled that you can only take one 5' move in a round if and only if you have not taken any other move. This does include being hasted.

    No, You are only allowed to take ONE 5' step in a round, and that is if you don't move. If you travel more that 5', you must use a move equivalent action (MEA). The MEA is one of the actions you can take in a partial action.
