I have to agree with the OP that these just really don't feel like Boots of Spider Climbing. They only actually grant you the ability to stick to the wall better once per day, so maybe a better name for this item would be 'Boots of Swift Climbing.' Thanks for all the replies. I, too, hope for a small staff some time soon, especially since the spear is so close. As an improvised weapon, a staff would do 1d4 damage and have no proficiency bonus. ~

So I just went to make a new character. Actually not a halfling staff wizard, but a goblin witch doctor. Either way, though, I went to find a staff for my small character to use and there isn't one :( I could use a spear which is essentially the same, except that it's a spear and not a staff. ~

I totally agree, but it seems like the beast gets very few options to actually do anything. Like I said, it all seems balanced, but a little stagnant on the battlefield when the beast doesn't do anything until you use an encounter power (and maybe not even then). ~
