You add your familiar to yourself, doubling the bonus it would have given you (+2 to move silently for cats becomes a +4, etc), but you can never have another.     Largely working with the twf feats while working in close combat shooting. 2wd Simulations Masters of Arms has a nice system for crafting abilities, but I'll probably stick with the basics while I figure it out.

    Replace NPC magic items with equivalent cost in expendable or limited use items. Either they use them in combat, or the PC's hoard them for rainy days. It helps with your problem and fits your campaign setting.
