    Yes. The load property allows for multi-attack powers. PH1 217. Only if he has Quickdraw. Crossbow: yes. Shuriken would probably require Quickdraw. Again, the load action takes care of it. Also, you can use a free action at any time.

    The moster builder uses the DMG2 guidelines. Among the changes are elite/solo defenses no longer raising and solos having 4*HP not 5*HP. There are also a bunch of options "behind-the-scenes" that would change how the final stats come out.

    I haven't looked at the specifics, but the problem is probably still there. There are just as many feats (I think) that modify Twin Strike. Therefore, Twin Strike will still be a better choice at the same cost.

    Yeah, Level 11 is a huge jump in the power level of a party. You should tred lightly when crossing the tier barriers.

    The Double Move action allows you to add your speeds together. This applies when going through difficult terrain, moving through allies, and when jumping long distances. If it wasn't for Double Move, the longest you could ever jump would be your speed.

    Correct. Marking of any kind has the "-2 penalty" thing. Certain class features or powers modify or add to that, such as Divine Challenge.
