Acrobatic Stunt to "somersault over an opponent?"

Most people would go to DMG 42. The 'appropriate' DC would most likely be the level of the monster. Easy/Medium/Hard would be up to the DM's taste.

Warforged are no longer "Constructs" ... at least temporarily...

Out of curiosity, when did the Warforged lose the Construct keyword? I'm looking at Dragon 364 which grants it to them, but the Compendium (which I assume is right) does not grant it to them. Are they putting out errata for the magazines now? (Please say yes.)

help scaling treasure parcels in rsscue at rivenroar

Yes, that's pretty much how it's expected to work. It does seem like a lot of magic items, but if you break it down it makes more sense. Each player is expected to have at least the basic 3 (armor, weapon, neck slot) at an appropriate level. That's 15 items by itself, of which you only get 12...

help scaling treasure parcels in rsscue at rivenroar

Almost none (if any) of the published modules adhere to the DMG parcel guidelines. It is (probably) expected that the DM fills in the missing parts to fit their individual parties.

    Fighter Power doubts

    1. DWT applies to damage rolls. If you don't roll dice, you don't get the bonus damage. 2. By RAW, Rain of Steel does indeed slaughter minions by the dozens. Some DMs may play it differently though. (We like our minions a bit too much. ;)) 2a. See 1. Since you are rolling a die now...

    blast/burst area question

Original: ------------------ | | x| | Modified to show range: 456 3------------------ 2| 1| x| | If you were using a blast/burst 5, it could extend around the wall. Notice how you are not allowed to cut diagonally across the wall to determine the range. The next question, after...

    About healing surges

In combat: Second Wind, healing potions (for a fixed amount of HP), and various powers such as Healing Word. Out of combat: Taking a short rest allows you to spend any number of healing surges. Each time you 'spend' a healing surge, you regain HP equal to your healing surge value.

    Bonus types

DWT is a "+2 feat bonus to damage," while EFS doesn't even grant a bonus. Yes, they "stack" though stacking doesn't even come into the question. You don't have to decipher what kind of bonus various things give you. It will say "+X <BONUS TYPE> bonus." If there is no bonus type, it is...

    Shake It Off vs. Dazed

Several (many?) people believe and play the exact opposite of weem. Which group is more correct has yet to be concretely decided.

Healing Word (and the abuse thereof)

PHB 263, Short Rest: Using Powers while you Rest. And no, it doesn't stack with the Bard. The bard only affects healing surges that you spend because of the short rest. Using healing powers does not fall under this category.

Primordial Surge and Promise of Storm?

RAW, it is probably when you initially use the power. That keeps it the same for all of the possible genasi powers. That said, I can't think of a way for you to NOT be successful in that aspect...

    Zones, eternal or no?

Not necessarily. These two sentences can be viewed separately. The condition of "a power allows you move a zone" applies to the first sentence, but not the second one. Therefore, if the caster moves out of range of the zone/conjuration, the zone/conjuration goes poof.

    New Cleave feat question

Here's a tip: If you want to encourage discussion about something, give some (any) information on that something. Instead of "new cleave feat," say Untamed Berserker Style from the Arena Fighting in Dragon 368. I would say that you don't need another adjacent enemy to use the temp HP cleave...

    Warlord - punished for sacraficing

I apologize for parts of my post. I did misunderstand a little bit, and the people I hang around with do actually have a habit of punching each other. My initial understanding of the OP was that "punishing the players" was referring to a situation akin to the 3.5 healing cleric. Where someone...

    Warlord - punished for sacraficing

The balancing factor is that if you don't like the Warlord, you don't play the Warlord. The Warlord exists solely for those people that enjoy giving things to other players. Commander's Strike = you never get to attack Furious Smash = you deal reduced damage to improve an ally's attack Opening...

Moving Stinking Cloud over an enemy: Did the enemy enter the cloud?

No. It becomes really broken otherwise. Move one square, enemy enters area = deal damage, move one square back. Move one square, enemy enters area = deal damage, move one square back. Move one square, enemy enters area = deal damage. Use next move action. Repeat until enemy is dead...

D&D 4E D&D 4E and psychology: Hit chance too low?

I don't know if the hit chance is too low, but it still severely sucks to miss daily powers. Little Anecdotal 'evidence': Rogue fighting some solo thing (been a while). I brought out my dagger, was flanking with the fighter, had maximum dexterity, used an Action Point for the Warlord...

Pallys get Platemail Feat but Fighters do not?

40% of Fighter skills have ACP. 14% of Paladin skills have ACP. Fighters will probably want to use Scale instead of Plate.

Using Stealth in Melee - How?

IIRC, the stealth check is completed at the end of the action that breaks stealth. Therefore, since charge is a single action, you retain Combat Advantage until the end of the charge (which includes the attack). This means you can move your full charging speed. But that's pretty much the only...

Using Artifacts in the Forgotten Realms

An easy way to handle Vecna is to say that he died during the Spellplague. Perhaps there is still some small cult devoted to Vecna's tenets who can provide information to the party.
