I was about to mention this. Haven't really tried them yet, but they appear to be useful.
There are also rules for PCs in business in Green Ronin's Advanced Gamemaster's Guide and there are some free rules floating on EnWorld by Old One (Old One's D20 Economic System).
While it would be nice to have it bookmarked -as well as every PDF product out there-, Toolbox is still a great resource.
I haven't used it while playing, but I use it heavily while doing prep work or to get ideas for sub-plots or one shots.
There are some magical books in a lot of supplements (WotC and 3rd party) that give ranks in a particular skill (ie: In the B4 Encounter of Expedition to the Demonweb Pits there is a "magic volume that (if read for 1 week) grants 1 rank in Knowledge (the planes)." )

I never thought someone would be interested in it. However, there are two minor problems:
1) It's written in PHP and since I don't have a website -yet... I'm trying to build one, but haven't had a lot of spare time lately- I run it locally.

Everyone is supposed to have fun. EVEN the GM. I've seen lots of campaigns just die because the GM didn't enjoy what was happening. Players and GMs are entitled to enjoy the game.
Considering that I am in that same situation, I've used Dundjinni extensively. There are more skilled people here that use Photoshop or something like that, and I'm sure they'll also offer some advice about it.
So, to get a flavourful description of what I want I need to accept a mechanic penalty to my action? Why not just "If the attack hits and the damage is enough to reduce that victim to 0 or fewer HP, the desired effect occurs". (Actually, that's what I've been doing all this time...)
I was a bit skeptical when I read his rules for the first time, but after seeing them in action in my own game I was instantly convinced. Another vote for UK's work!
