    I'd say its a straight 2000gp - the sword requires the wielder to have a feat and the bonus it gives isn't that amazing (compared to Sure Strike from S&F for example and even thats quite weak).     I remember it being mentioned in Sage advice or similar, unfortunately I don't have a reference for you. It represents the average loss of hp for a level (eg d6 with 14 con, or a d10). Technically they should have said half hps but for speed and convenience 5hp works fine.

    AFAIK there aren't any. NPCs are handled completely different to PCs and they get xp for doing their job, overcoming day-to-day challenges and by doing training. This allows palace guards to get better without risking dying, magic item creaters to spend their time make creations without staying...

    Actually a double bladed weapon IS superior since you can use it double handed (for extra str damage) when you only get a single attack (i.e. have moved) but can freely switch to lots of extra attacks if necessary. TWF with two seperate weapons is strongly debatable but probably slightly behind...

    Spell effects on Magic Weapons

    Yes you can, and as you say you do it by making it a wondrous item that doesn't use a slot (hence double cost). I'm not sure if it is covered in the DMG but I'm sure its mentioned in one of the splat books (can't remember if it was T&B or S&F)

    Counterspelling. How often do you use it in your campaign?

    I can see it being quite useful at higher levels when wizards regularly have protection spells vs. all elements, globe of invulnerability, stoneskin, pro from missiles, etc. and a very high concentration skill. At that point its almost impossible to get damage through to distrupt the spell but...
