Do you mean my speed will be halved again in addition to the normal halving for tumbling? Because that would turn it into a 5' step.

According to the PHB (pg 145) you can perform move actions without taking damage, but then it says any action which the DM deems strenuous, regardless of type, will make you take a point of damage. Edit: I misread your post, at first I thought you wanted a rules clarification. But I'll leave...
