    They did not balance damage accordingly to match that, so no. A basic conceit of the system is that hit points and damage scale more instead of attacks and defenses.

    Toughness only matters when the 3 hp would make a difference in your condition. So, the logic actually still works. Personally, I think it's more that the feat should matter in most encounters, rather than each round.
