Like Li, I too suspect there's another step involved in solving the second puzzle. Danged if I can see it though.

I'll second Unseen Masters. Three fantastic modern-day (by default) long adventures. They're definitely intended for experienced Cthulhu groups.
I also liked A Resection of Time: it's modern-day too.
Sorry to hear that. That hasn't been my experience with Living Arcanis at all. In fact, I've seen some of my most intense roleplaying moments in that campaign. Different strokes I guess...

I think that Card doesn't mean that the physics for creating magic have to be layed out. (That would be sci-fi.) Just that the author must show the borders and restrictions within which magic must operate.
Personally, I think that Rowling does a great job of delineating her rules of magic...
All The King's Men from MonkeyGod is a well-plotted, city-based, murder mystery.
Death/Terror/Madness in Freeport are solid, city-based adventures with a good investigation/mystery element.
