    The adventure actually recommends using ONE of the three quests, not all three. They exist so the characters have a reason to go Winterhaven. Obviously a DM is free to use all three if they want. I do agree that the XP rewards seems a little high compared to the DMG table though..

    Based on the rewards in KotS a basic +1 magic item seems to be a Level 1 (360 gold) item. Any additional descriptors, like dwarven on armor, increase that level. For example +1 Dwarven plate armor is described as level 2. A basic +2 dagger is a Level 6 (1800 gold) item.

    In the rogue's case dex modifier is used for at-will, enc, and daily attacks(+4) though str must be used for basic melee attacks. The dagger is a Prof 3 weapon and rogues have +1 to hit with daggers so the rogue is +8 to hit and +4 to damage on most attacks at level 1.

    In addition to the missing modifiers for diplomancy and insight it also seems that armor penalties were only included in the paladin's skill modifiers, not to the cleric or fighter. According to what we've seen so far chain mail should be -1 and scale mail should be -2.
