    There are plenty of other possible negative consequences for failing the skill challenge. The Pcs are captured, perhaps. Or maybe the failure means the devils destroy the local village or something else the PCs care about. Or failure means a big battle with a demon boss instead of safe escape.

    It's pretty unclear from the post who is a PC and who is an NPC, but I think that Shin Rao is an NPC. In which case, his presence doesn't mean "we are playtesting the monk class" so much as "we are playtesting a monster that is a human monk". Which is totally different, and less exciting.

    I have no idea why you would think that a race with an Intelligence bonus would be a sub-par race for a wizard. (A case can be made that the Halfling is subpar for paladin due to small size, but the Charisma bonus and better defenses make 4th ed Halflings a pretty good choice for paladin.)
