Erm. All animals have an intelligence of 1 or 2, raccoons should have a climb speed (my opinion), and the initiative should be +3 (Dex).

I'd say, use the stats for a badger, with the following changes: No Rage special attack. Con 13 instead Con 15 That pretty much covers it.
