    Burning hands is perfectly balanced for it's level, it's an area effect damage spell that can do up to 5-20. And it's definetely clear by the rules that it does not light people on fire, since the DMG very specificaly states no instantaneous spell ever does.

    Regaring using a tower shield to hold off a dragon for a round, If the dragon was smart, he'd just 5' step around the tower shield and attack from an unshielded side. It's really easy to get around those things unless your part of a shield wall or something.
