    I would not feel it to be unbalancing. In fact, I think it is a good idea. Separate spells is probably a better way to go, so that clerics can get it earlier than say wizards, but it would work either way.

    I agree. For those who want to enable non-spellcasting classes to tap into a bit of spellcasting, I would recommend the creation of an optional self-contained feat or 'magical talent' system enabling any character to do so, rather than just limiting it to rogues. Yet again - I agree.
