You cannot mix OGL with 4e. At all. Ignore the "d20 System" license - it is defunct. Only deal with the OGL for OGL stuff (and properly use Section 15), and use the GSL (or strict copyright law) for 4e stuff. IANAL.

What might work is to put it up on Lulu first and see how well it does there. Get a few hardcopies from there to take to conventions and/or send out to distributors to try to get some interest as a test market, and only then ramp up to full production.

I'd suggest browsing the source code and datasets for PCGen for examples of how this might be done. It's under the LGPL, so you may even be able to use it as part of your project.
