i take it to mean once activated anytime you are bloodied you gain regen 2 so if you have longtooth shifting active and you get healed above bloodied and then get bloodied again you would regain regeneration 2 and it would continue like this until the encounter eneded

i don't really see it as a problem +2 against the first attack so the monster might miss the first round it is even less of a detriment if there is a controller (or whatever the monster equivalent might be) is in the encounter

so your problem with half-orcs is that a race that is meant to be good at melee has 1 ability that doesn't really help spellslingers

assuming your mc feat is one of the ones that lets you choose from that class's skill list then yes you just retrain the mc feat to itself and pick a different skill
