Assuming the vampire can manage to only heal once per fight, they usually won't lose any surges, since they can gain a surge so easily. Heal once, then steal a surge on your next hit to make up for it. And with such good regen (especially in early heroic), they might not even have to do that much.

Well, they can sort of store surges, since they explicitly regain full health if they have more than their maximum during a short rest. Which why I don't think they'll have like, 3 surges or something silly. Too easy to overcap and heal after the fight, especially since they can steal at least...

Blood Drinker can't miss, you only use it when you've already hit with a melee at-will attack. The only thing I dislike is that you don't choose any powers really. At-wills and a single utility power... but I bet those are picked by your bloodline.

This is actually the exact same thing I was thinking of. Personally, while I don't think it's overpowered, I do think it makes the Dragon Sorcerer look a little less good.

Blast it. Twice per encounter means it doesn't have real encounter powers you can choose from, which is a disappointment for me.

The vestige pact isn't really tied to anything, the infernal pact is tied to devils... which live in the astral sea in the nine hells, and the dark pact is tied to the underdark, not the shadowfell. Just saying.

Having an INT of 4 our less means you aren't a party member, you're the party pet. Most beasts have an INT of 2, with magical beasts having 4 or 5. If a displacer beast is smarter than you, you are not a character. Try flipping through the MM and looking for monsters with stats below 8.

These are just my personal answers, but... no. A tiefling cannot reproduce with an elf or eladrin anymore than an elf can breed with a dwarf. Humans have the ability to crossbreed with certain races, but tieflings have lost that ability. They can only breed with their 'ancestor' race, and...
