AFAIK the random system is an alternative to the parcel system, not a replacement.

I think this is just a side effect of the way that essentials style classes give everything as individual class features instead of the standard "this class gets this stuff" then gets it's class features like the original PHB style classes. AFAIK the Hybrid essentials are still in playtest, so...

No one would take this. Even the quickest rituals are 5 mins, so in your system they would take 10 rounds. What rituals do you have in mind that people would want to cast in combat that would turn the tide of the battle?

Using surges as a resource to power abilities is not a great idea, as not all characters are even. Wizards don't have many surges, but Wardens do. Wardens/Barbarians also have fire and forget dailies that last the whole encounter that overwrite each other, so the character with the most surges...

You are assuming here that all ritual casters are spell casters. What if a fighter or ranger takes ritual caster?

They are not feat taxes, as they don't fix anything that is broken. They are an optional feat to let the power strike be a little bit more flexible.
