It may not be a MS Windows issue at all - File Compression Utilities (like WinZip) sometimes take over ownership of .jar files. Generally installing/reinstalling the Java runtime client resolves this issue. Not always...sometimes you need to go into Windows Explorer, click on Tools. Folder...

Couple things... 1. If it is a PCI soundcard - not a sound card that is integral to the system board - reslot it. (physically remove it - then put it back in). 2. Find out if there are newer drivers availble for it - if so - download and install them. Let me know if this helps...
