The Curse of the Crimson Throne AP is set in the city of Kovosa, which you could adapt to Ptolus. Further, 4 out of the 6 modules in that AP are pretty much entirely city based, with number 4 and 5 being based mostly outside the city. Might be worth a look.

Cloak and Dagger. It's a 2nd Edition Book that describes all the various shadowy organisations around Faerún. Done in plenty of detail, and should give you plenty of hooks and inspiration. Strongly recommended.

Dislike it, have played. Even though I went into the game thinking rather negatively about it, thanks to what WoTC did to the Realms, the game itself was still bad. I'll check again in a years time, when we've got the PHB2 and Pathfinder Final to play with.
