I would recommend altering your dice throwing patterns. I've found that sometimes disorients the dice and lets them roll better. There was one night in my game where no one, including myself, could roll even average damage. We use the dice rolling towers. I switched to rolling on the table...

I admit, PC interaction with the world has been the best way I've gotten players invested the world. For my current Hell's Gate Open campaign, I wrote up organizations in the background. Three PC's based at least part of their character backgrounds on interactions with these organizations...
