    Need help with Implements

This is not correct. The FAQ says "gain the extra damage from feats like Weapon Focus". You can't automatically extend that to all feats. Those that don't like the FAQ ruling or just like classic arguments will point out that logical fallacy.

    Forced Movement into Walls

Fire Wall specifically says "Entering a square occupied by the wall costs 3 extra squares of movement." which also applies to forced movement.

    Blood Pulse + Bolstering Blood

4d6. 2 designers stated Bolstering Blood only deals the additional damage once. A designer also stated that bonuses only apply to initial use of powers. This however, is not clear RAW. If you want to apply bonuses to this damage it'd be 4d6 +3. Some will try and treat it as d6+3x4 but no...

    Resist and Damage type

Immunity is considered infinate resist. So if you're not immune to all damage types from an attack you're taking damage. 10 pts Poison and Fire damage with Immune Poison, Resist Fire 5 You take 5. You resist all the poison and resist 5 fire.

    Ranger's Twin Strike ...

Yeah, it's just awful to do lots of damage at range while keeping a decent AC. Ranged Rangers are pretty awsome especially if the rest of the part can occupy or control the mobs.

How do you tie someone up!?

Tying a creature up is a plot device. The Restrained condition isn't that bad and it's up to the DM if powers can be activated while bound/gagged ect...

    Wintertouched and Lasting Frost

The general rule is the key word is added to others. However, the item says (specific rule) that "all damage dealt by this weapon is cold damage." So it becomes the only key word for the damage. Note: There is debate about use of implements. The wording says using the power of the implement...

    Non-combat uses for martial powers

Still wouldn't work though. You can't move past a non-ally in a 5' doorway even if it's all the way open without a Bullrush. No one opens a door all the way (letting go of the door) and then doesn't stand in front of it anway.

Can a dead character be healed by RAW? (Forked Thread: Bloodied vs. Dying)

Some things are so obvious they don't waste space on them. The designers attribute a certain level of intelligence to those who play their game. I think they frequently are very optimistic. Same reason they setup base rules instead of spelling them out on every power.

    power attack question

The property of Versatile says they're one-handed weapons. To find out how versatile weapons function you looks at the description of the Versatile property, not the descriptive text you quote.

    power attack question

Dalzig is correct. RAW says no. Previously someone quoted a CS responses (and maybe one of designers) saying versatile is supposed to give you the best of both worlds. If that's true I don't know why they'd bother to give it +1 damage since other feats will give it the best of both worlds...

Staff Fighting and Dual Implement Spellcaster

Agreed. You're still not wielding two implements. Never go by the CB for rules. Someday it may be bug free and apply all the rules appropriately. That also assumes no more errata at some point too. :p

Help Designing Dream Encounters [Now with Monsters]

I like the concept of a dream encounter. Next time I run a campaign I'll have one where 1/2 of the their healing surges used during the dream will be gone and maybe Will saves for encounter and daily powers to be unspent when they wake up. Hit them with a really tough encounter where it'll...

Form of the Fearsome ram attack; shift optional?

Both your own movement and the forced movement of powers is always optional. You may move/force to move all, part, or none of the movement.

    Frequency of Squeezing

It's come up in probably 5% of our gaming sessions. Sometimes it's because we're indoor, a cavern, or heavily wooded area. One of our guys is always mounted but it's usually a monster that squeezes, not a player. They're trying to maneuver into a better position or get a player in back.

Dominated, are you still an Ally?

MM pg7 Healing Surges Monsters, like PCs, have healing surges. However, few monsters have a power that lets them spend a healing surge. The number of healing surges a monster has is based on its level: 1–10, 1 healing surge; 11–20, 2 healing surges; 21 or higher, 3 healing surges. Because they...

Forced Movement on an Unconscious Creature

It doesn't have any trouble pushing dragons, oozes, and 20 ton gargantuan creatures. So, the answer is Yes. Nothing prevents an unconcious creature from forced movement. Fear or Illusion effects I may rule differently on for our own version of realism.

Flanking Questions (and a few others)

To clarify, if the Divine Challenged creature doesn't attack anyone it won't take the damage either. They could ready an action to get the paladin when he pops up to reduce/eliminate cover.

    super basic shield question

Not at all, but if you just jacked your AC by 4 pts they're less likely to swing at you and go for you allies instead. Sort of a Win/Lose or Win/Win depending on how you feel about your party :)
