    Wearing a weapon no more helps you use two weapon powers than having a sheathed sword does. If the armor lets you use ranger powers, your big toe (an improvised weapon you're constantly wielding) also does. Good luck.

    You need total cover or total concealment in order to make a stealth check, but only standard cover or concealment to maintain it. If you use bluff you don't need total cover or total concealment to make the initial check.
