The best model I have ever seen was BECMI. You bought what you were interested in and high-level play was much more playtested than standard PH-DMG-MM model with all levels at once.

I heard many rules designed by Monte didn't pass the internal playtest and were wiped out. Monte didn't like it and decided to leave. Nevertheless, it is very bad signal for PR of Next.
