What kind of % penalty and buy-off amounts did you come up with? Same here, and I will also be allowing races to be used that have a Racial HD, although they would be governed like they are in Savage Species. If not also tweaked, using my LA buy-off system.

Another option for you, would be to grab the Quicken Spell-Like Ability feat. Than can give you an extra blast per round, 3 times/day. The downside is, you're gonna have to wait till 10th level to get it.
