You could flavor it so that as you grow in influence the popularity of the god grows which results in you gaining power (levelling up). That could be pretty cool. Just an idea though, you don't have to use it.

Charwoman Gene if you would like you can make a character, I can make this work with six people. It's no problem, I was originally looking for 4-6 people anyway.

Also, I forgot to mention, the PHB, SCAG, and DMG are all valid sources of content for character creation.
