The point of skills is to make characters unique. Why should the fighter with a high dexterity who knows nothing about locks be just as good at picking them as the thief who has spent all his life practicing opening locks.

I agree with jrowland. You should let them decide whether to believe the Npc or not, but tell them the information they get based on their rolls. Never ever tell your Pc's "I'm rolling deception" that just ends poorly.

I like that you made kobolds more like 4e's dragonborn. Personally I'm tired of kobolds and goblins being weaker than other races. I agree with TheHobgoblin, in that the Verdani are the best and most unique of the races here. I think that some things (Gnoll and Candid) are slightly redundant...
