If its the same style as seen in DMG2, then not yet. There was a thread earlier here (can't find it now) that one of the other users went to Rich Redman. Rich said that the new statblock wasn't yet OGC, but would be included in the update to the RSRD.

Well, as its a d20 book, you should have the core 3 (PHB, DMG and MM) as well. But other than that, yes, the main book is sufficient.

Software. With the amount of various programs out there to aid the GM and player (character generators, map makers, NPC generators, item generators, et al), there should, IMO, be a category solely focused on the software end of the spectrum.

PCGen can do this.
