Updates Okay, so I updated the Race and Feats. I adjusted the feats suggested, and added in a new one based on the Scare Tactics suggestion. I also changed a few of the Race Features and added in a Racial Encounter Power (which may or may not still need to be re-done).

I feel that if I gave the Scarecrow an origin (such as with the Elven 'Fey Origin') I might be overburdening them with Race specific features. I know that origins come into play much less than most race features, but I just can't get past a feeling that it might be a little unbalanced to stick...

Ability Scores and Race Negatives I am also considering changing the "+1 to any" to a +2 to Int. I originally planned to have them have a weakness to fire, but that didn't really work into the 4E idea with the rest of the races.
