My point was not for others to purchase a book, just saying if ya want Ideas for laws of the land, to know how the "real" waterdeep works, that would be a place to go look since it is the real book, and since D&D books are not law set books and you can have your own freedom to pick and choose it...

Well the Book 3.5 Wizards, Waterdeep complete guide is a rather amazing book that even has all the history lords and rulers with the history of them as well.. upto you though.

Ill add this, if it is going to be based off of the realm FR and city Waterdeep, why not use the ideas and rules and restrictions for creatures and such there?

Oddly It seems like you just keep adding things as you go along.. I don't think it is fair to limit a picture in specific to none violating what evers when it was never clerified, or punish the player for the lazyness of others that do not take the time to read the full description.
