They can duplicate it through Miracle since it's a spell of 5th Level, albeit at 5000xp per casting. EDIT: Excuse my stupidity. It doesn't cost 5000xp per casting, though you do need to pay every other bit of the prerequisite XP or GP from the spell in question, assuming it has any at all.
