Quicker than the eye has a pre req of Dex 19+. You can use bluff as a move equ action opposed by a spot check, if you beat them, you get a partial action. If its an attack, they are denied Dex to AC, so if you had Expert Tacticion, you'd get your extra attack (and sneak attack if you have it)...

There is a feat in Song and Silence called "Quicker than the eye" which is pretty much the same as the Gladiator ability. And yes, you can use Expert Tactician. If they are denied a dex bonus against your melee attacks for any reason, you get your bonus attack

if your stat falls you lose the ability to use the feat until that stat is raised again. you don't permenantly lose the feat, just temporarily the ability to use it. Just as if your wisdom was drained to a 9, you'd lose the ability to cast cleric spells until your wisdom rose, but you wouldn't...
