Can you scribe a epic scroll that would be higher than your highest casting level. E.g. I have a 10th level spell slot could I create a Maximized 9th level spell?

Political intrigue is a nice thought but the 25 lvl Rogue also has Leadership and Epic Leadership. He's got about 2000+ followers that make up a pretty impressive information network that would undoubtedly get the job done very quickly. I do appreciate the feedback though.

I wasn't sure if the Safe Fall ability would work at all if you fell from farther than your max. Falling 30' the ability doesn't kick in, so you'd only negate 10' of it from the tumbling? Thanks.

If a 4th level Monk falls 30' and rolls a sucessful Tumble check will they take any damage? 4th level Monk 20' safe fall - 10' successful Tumble check = 0'? Silly question, but it came up.
