    It's not a case of specific > general because the multiclass rules don't conflict with the hybrid rules. The multiclass feats simply allow you to swap powers; they don't say anything about overriding the hybrid rules, so they don't.

    Actually avengers generally fare better (or, really, are penalized less) for lower attack stat because of the double rolling (because they don't benefit from having both rolls hit, a super high attack bonus just isn't as useful).     Rogues can definitely get away with 20 Dex, as can a lot of wizards (who generally don't have a lot of use for their secondary stat). Basically, most classes whose attack stat is also their AC stat are fine with 20 (moreso if you're a hybrid with differing secondary stats).

    Oh, I agree on both counts. I think eladrin nobility would have to be a paragon/epic option, as discussed by others. (There are already fey- and even seasonal-themed epic destinies.)

    That's a ranger MC feat, though, so you can't take if your base class is ranger. Since the barbarian whirling slayer gets the same feature, though, you could ask your DM if you could take a house-ruled barbarian MC feat with the same benefit (if that's what you want out of Two-Blade Style).
