    You should have just stopped at "No feats", period (instead of "...that give a static blah blah".) Powers (and class features) are just a better way of doing the same thing; just, rather than getting them at levels 1,2,3, 5,6,7, and 10, make sure everyone get one at every level.

There won't be a "5e", but there'll be a 4e-based "D&D, 2013 edition", which will be fully compatible with the Rules Compendium but feature its own races, classes, monsters, etc., and be the only thing usable in official play, but you're of course welcome to do whatever you want at home.
