    How will superior implements work?

But the dagger rogue gets two free basic attacks, a ranged one and a melee one. The ranged one is pretty good (especially when he can sneak attack with it) and while the melee one ordinarily isn't very good (unless he's a brutal rogue), there's a feat for people that are desperate for melee...

    Second Wind when Unconscious?

The rule is actually a result of 20 or greater on a death save, NOT a natural 20. This can make it quite reliable for some characters.

Rogue - Sneak Attack too strong?

Accuracy hasn't been a big enough deal to worry about daggers in my experience, also with a bit of cheese (stupid double swords), rogues can get as high as 1d10 for their [w].

    Melee and Close Burst

Yes, yes and no. Iron Armbands of Power give a bonus to melee damage rolls... however if you're using a close burst, you aren't making a melee damage roll. You're making a close burst damage roll.

    Classes by primary stat

Yeah rather than group ranger by build I'd simplify it as melee ranger (0.5 str) or ranged ranger (0.5 dex). The divine source looks wrong... shouldn't it be 1x str (half paladin, half cleric) and 2.5x wisdom (avenger, invoker, half cleric), and what's the 1/2 dex from ?

    Immobilized and move actions

When you 'convert' the move action to a minor action you aren't actually using a move action though, so you can't move your spirit/beast with it. The subsitution process is outlined on pg 268 of the PHB in a sidebar there: "you can take a minor action instead of a move action." If you're...

    Assassin's Cloak feat

In regards to 1), you still get the -5 penalty to your stealth check whenever you move 3+ squares in a single action, regardless when it happens. You must make a new stealth check and apply the penalty when this occurs. The use I see for this is that it lets you stealth when you might not...

    attacking without attacking

Right, but you have a target. A square. If you want to ignore the rules fine, but in that case this isn't the forum for you. Unless you can somehow demonstrate that pg 272 doesn't say what it does say (And no, it isn't the section on attacking invisible creatures, its the rules on attacking...

    Sanity Checking some Monster Damages

I used to think Needlefang Drake Swarms were the most out of whack creature in the game, but then I ran across a monster our DM at the time had grabbed from the monster builder because it fit the theme... the Minotaur Battle Shaman. It must surely be the result of poor editing, but this is a...

Feat - White Lotus Hindrance for Swordmage

Yeah, you need to be careful with that though, particularly if they have the capacity to make multiple attacks. Would the Hydra want to bite you 5x and take damage each time (hit or miss), or just turn and chomp on the warlock 5x having one of the hits reduced in damage? Also you can't really...

    attacking without attacking

Well, it says "This tactic is useful when...", not "This tactic can only be used when...". I would have thought the difference is pretty clear. The prior has no restrictive wording, so one can only assume its an example. The latter does have restrictive wording, and thus would be a rule. And...

    attacking without attacking

Well actually the rules do say that you can in this case. If the DM wants to disallow it, then fine, its his game. But the rules do allow it. I've covered the attacking a square thing a few times, that's explicitly allowed whenever you feel like it. The "Bag o' rats" rule doesn't apply, as its...

    attacking without attacking

Well look, there's a rule that says 'you can't use your powers under the existing rules if <these conditions>'. <these conditions> don't apply to the effect: teleport power under question, so barring any other rule disallowing it, the only reasonable interpretation is that you can use your...

    attacking without attacking

Did you even look the rule up? Its not the rule for fighting stealthed enemies, its the rule for choosing targets fullstop. "Choosing Targets ... When you use a melee attack or a ranged attack, you can target a square instead of an enemy." It doesn't come under a header "Fighting targets you...

    Healing Clarification

Panther shaman has tons of feats to spare at heroic tier in my experience, so multiclassing to cleric isn't such a bad idea. Panther's aren't really that great at killing stuff, alot of feats/items that boost damage apply specifically to weapons or damage types, of which the shaman typically...

    attacking without attacking

I don't think there's any such powers. All ranged and melee powers (which are traditionally the ones that target an individual) are explicitly allowed to target a square instead of the stated target in the power description (not the air, but a square in games mechanics terms). (pg 272, PHB)...

Monster bonus damage on multiple attacks?

So 1 + 7 = +8 to attacks not +9. Given that he said +8 or +9 I hardly think its quibbling over when he got it basically right. The point is they have drastically lower accuracy than other artillery and are counterbalanced by the fact they have a fairly high damage potential. Combat advantage is...

    attacking without attacking

PHB pg 272, "When you use a melee attack or a ranged attack, you can target a square instead of an enemy". If the teleport was contingent on a hit, then he couldn't do this, but as its an effect, I think he'd be able to. He'd look pretty stupid doing it, tho ! Party: "What the hell are you...

    D&D 4E 4e Sorcerer Power Question

Ironically, the rules on page 57 actually seem to suggest that if taken literally. "When a power’s target entry specifies that it affects you and one or more of your allies, then you can take advantage of the power’s effect along with your teammates.", the implication being that if the target...
