Table dependant, but I'd have to say for my games, yes there are consequences. I wouldn't accord them. I would let them do it with due warning to the consequences and let them figure out how to deal with the potential repercussions/consequences. That's on them to figure out if they want to...

Not really. Nor more or less boring than a sword or anything else in combat that is repetitious. Why should the fighter be the only one who gets to be bored in combat because their only thing to do is swing a sword? ;) I mean... maybe for combat cantrips? But not for the non-combat cantrips...
