My two suggestions off hand would be Spirit of the Century or SW. But since you want level based powers I really don't know. True20 and SAGA are the only games I play currently that even have levels.

If you want to roleplay a PC who is an outsider in his culture, why not just make a human or elf or whatever that doesn't fit in for one reason or another. I mean tons of people around the world today are social outcasts and none of them are half-orcs.

My biggest draw so far is the quick start for the new Hunter game.

Yeah, I don't know why Burning Wheel jumped out at me more, especially since I do a lot more with Spirit of the Century than Burning Wheel. And Troikas looks like something I need to check out.

Reminds me a lot of Burning Wheel without all the mechanical stuff attached. I like it.
