While the level cap is debatable... Gandalf is MYTHIC for sure. He's one of the Istari (5 Wizards), and is a Maiar (the equivalent of a Celestial Being), and can battle the Balrog (ALSO a Maiar) for days on end! That said? Yeah, the Gandalf bits of the second movie didn't make mcuh sense anyway.
