    I believe strongly that it is the DM's responsibility to manage the campain to challenge what may be perceived as out of balance. The DM should therefore place challenges in the campaign that force the players to carefully consider the budget of their points.

    I agree completely. And higher levels can pool so many skill points as to be redundant. And many classes aren't worth reaching level 20 anyways, when compared to the benefit of a good multiclass... Again, it really comes down to the players, the DM, and what the party needs to succeed
