Nope. This is what you get when you combine a kobold with a wyvern. Wyverns in PF1 have the Dragon type. So, Wyvarans are Half-Dragon Kobolds.

This is a Wyvaran from Pathfinder 1st edition. They're thought to be a fusion of Kobolds and Wyverns. Wyvernborn? ;)

It could be both the written and the art. Someone writes up their concept of what the Marilith ought to look like for a particular edition of an RPG, and then some artist takes that writing and tries to create artwork from it.
