I think Blue Planet is the way to go, I've had a quick read of looks pretty interesting. They're just so underrated in my opinion :)

I completely agree you could make any RPG work, I was thinking if there was any game that has specifically built itself around using submarines/underwater settings, so I wouldn't have to convert another games ruleset to fit my setting. Blue Planet was suggested and Polaris I believe is another one.
