    Not to mention the fact that there are non-combat Utility powers that are present in the game, which even voids Tiberius' definition of explicit. They aren't common, mind you, but there are a few for just about every class, I believe.

    I am seriously considering making it the Level 16 bonus of Paragon Path multiclassing. I don't know why they went out of their went to get PP Multiclassing, but why shouldn't it get a class feature at level 16, just like a normal Paragon Path? I'd only give them the multiclass feat's 1/day...

    I think the heads look entirely different... other than having four arms and claws, which aren't all that uncommon features, I just don't see the resemblance.

    Weapon based attacks hardly suffer from lower stats. Proficiency bonuses go a looooong way. Taking advantage of Combat Advantage, a 14 Str. Wizard can be hitting 50% of the time(or better, if he goes for a straight Magic Weapon for the bigger attack boost), which is supposed to be about average.

    The wording isn't implicit, but the recharge action is an exception to a rule that is present everywhere else in the book. Spending a healing surge refers to gaining health. I can absolutely guarantee that that is the rulebook's intention, which should matter more than any one player's attempt...

    Just a thought, but maybe you could make the Death Arrow thing a high damage attack that deals even more against Bloodied foes? That way it can be a sort of finishing hit, in more cases, retaining some of its original flavor. It is different though, so I can see the reasons for not using it as well.

    The Paladin has several really lame Wis vs. AC attacks that would work wonderfully if they targeted a different defense, and the Cleric suffers from this as well, to a certain extent. The lack of a Proficiency bonus IS a valid complaint for those two classes. As for the lack of choice thing...
