Would be inclined to link the number of languages know to the background option picked. If it is a background that would have been exposed to other languages (travel, trade, at court etc) then more chance of knowing other languages than a person who's not had such exposure.

Will drop Rolemaster into the mix (but with all the supplements in action). It is very organised (and not often contradictory) but is complex.

One issue with PbtA is that each game is different, and the flavour of the game is changed for each one. There are several available for the Avatar Legends game out their now.

Would suggest War Law, from Iron Crown, but it's out of print. However it does a good job of sorting these things out.
