I've been using Doteasy (http://www.doteasy.com/) for a few years now and haven't had any complaints. They have a variety of options, including 100 MB disk space and 1GB bandwidth for free (I originally used the free option but had to upgrade as 1GB wasn't nearly enough bandwith for my site).

You can get Acrobat Reader for Palm PDAs (and presumably PocketPCs). Or you can just print them out.

TableSmith (see .sig) can handle that easily, but it might be overkill to install it just for dice rolling.

For WotC mini's that are identical, I put a little drop of paint on the bases to tell them apart. So I might have "zombie - red", "zombie - blue", "zombie - white", etc. in my combat spreadsheet. The paint comes off easily if need be. (FWIW, I use Vallejo Game Color, which I have for painting...

I wrote a version of TableSmith for WinCE PDAs a number of years ago, but I have no idea if it will work on modern PPCs. Do a web search for "TableSmith CE" and you may be able to find it somewhere. If you try it, let me know if it works :)
