This is supposed to be character level, not class level? That's a little odd, but it doesn't SEEM unbalanced with the 10+ChL (and a minimum ChL of 14)

Let's see... 1 slot for ISC, 1 slot for Int 30, and one slot for being an enchanter. That looks to equal 3 to me.
